Default motor wont turn over by hand

so im trying to turn the motor over (D15b) with a ratchet by the crank pulley and the car doesnt want to turn over, it turns a 1/4 turn stops and wont go further. i pulled the spark plugs out as well so it can help out but nothing. im trying to turn it over so i can align the flex plate with the automatic clutch plate and bolt them together. i purchased this motor from a local importer as well. motor looks really clean i doubt its damaged internally but i wont rule that out. any help is appreciated

yes, exactly how it came from the importer, timed and all. now i unbolted the tranny from the motor and mysteriously it spins. now it spins kinda rough, not smooth like most of the motors. and every time it spins around it sounds somewhat dry coming from the cylinders but there is a noise coming from the flew plate sort of a small rubbing effect somewhere
