engine stored outside, motor locked up?

I bought a LS motor from this dude, I go to turn the crank pulley to see if it's still straight, and the thing wont turn. He told me the motor was stored outside for a couple weeks, with just a tarp covering it. Would this stop the crank from turning?

it may have gotten some rust on the cylinder walls or something; try to turn it a bit forcefully w/ a long wrench, if it won't, you'll have to tear it down to see what's causing it.
