Car rolls over but wont start- main relay is OK, ECU is bad?
99 civic ex - chipped p28 ecu
-battery was dead so i charged it while the battery still hooked up to the car
-started the car while still hooked up to charger
-loud clicking sounds which sounded as if it was the main relay causing the noise
-car ran fine, drove around with no problems, killed the car
-upon restart the car rolled over but no spark, but still seemed to have fuel pressure
-towed home. tried starting again but now theres no spark or fuel pressure
-check engine light stayed solid while jumping to check cells
-replaced main relay but still had same problems (relay performed all the clicks as if it was fine)
-checked all fuses, turned out OK
-performed the test below, tested OK

-borrowed an ecu, turned the key on (not start because the ecu was for a boosted car)
-cel disappeared, fuel pump came on
so why did the car run fine but after killing it, it would not start again and cause these problems?
can anyone give some solid input on any of this?

Since you ruled out the ecu as the problem.
Maybe when you jump started the car the first time the charger shot too many amps, or volts and fried the ecu.
Maybe you have a loose connection on your ecu wire harness connectors.

ya ecu is def the problem.. prob not the harness since i borrowed an ecu that seemed to work.
real question is why did the car run fine.. but wouldnt start after being killed?

No ones going to be able the exact reason over the internet. Be reasonable. The ecu needs to be opened and the board checked with an osciliscope. Just replace the ecu go threw your engine harness and make sure nothings shorting out anywhere. Check for blown fuses and check those circuits.
