car won't start. CEL went on, then car died

I found out a few weeks ago that my gas tank was contaminated. I replaced it. Leak tested everything, it ran flawlessly. Replaced the fuel pump as well. Drove it today, it seemed like it was choking out when i hit the gas, and ran very lean. So i was on my way home to clean out the fuel filtler, when my CEL comes on, and car dies. I have since cleaned out my fuel filter, replaced my injectors. Tested 4 PGM-FI relays, they all work in my other civic. Tested both of my ecu's as well, both started my car fine.
When I turn the key, the PGM-FI relay doesn't turn on at all. CEL stays on, jumper wire doesn't do anything. CEL just stays on solid. I've tried all 3 of my main relays, checked all the fuses, tried another ecu, and nothing happens.
Please help

Do you know where the two fuses are located?
Test whether installed fuses 31 and 24 have battery voltage on both top test tabs.
Then clean and tighten the G101 ground on the thermostat housing.

Yes I do. 31 is labeled ecu in the engine bay fuse box, and is 15 amps, the other has a 20 amp fuse and is labeled as ACG. Cleaned the ground. Still nothing. Also inspected fuel pump, everything is connected properly. Just the main relay isn't getting power

No resistor box. The car was driving just fine yesterday. Wire #5 on the PGMFI relay isn't getting any power. No wiring was touched or changed prior to the incident. I've changed all appropriate fuses already
GOT IT RUNNING!!! So no power to ignition wire on the relay, so i just ran a jumper wire from it directly to the ignition plug at the fuse box.
