I can't see the clamp so it's hard for me to pass any judgement. Using a gear style hose clamp and overtightening it will make the hose swell and tear though.
Also there shouldn't really be any pressure on the return line.

37-41PSI, as measured CORRECTLY at the fuel filter, and it should hold for a few hours after turning off the car.
