Default running secondary butterflies vs. running without?

For starters here's my setup: LS/vtec -- B18A bottom, B16 pistons, 95' GSR head (including intake & exhaust manifold), 99' GSR transmission, JDM throttle body, and OBD1 ECU. Will soon be putting RC 310cc injectors, B&M fuel pressure regulator, and hondata s200.

My intake manifold is without the secondary butterflies and was wondering what the pros and cons to this kind of setup are? I have read post that stated a huge difference in low end power and other that stated the opposite. Just wondering what the read deal is?
thanks

the problem with having them alway's open is that you lose a lot of low end tq. i'm just stating what i have heard.

Thanks. That is what I suspected. There doesn't seemed to be a lot of opinion out there for this topic but I appreciate your response
