Windows 7 is a great OS... Really stable and user-friendly. You dont need alot of processor power to run tuning applications. I use a little 11" netbook to tune with. Its got a single core 1.8ghz processor. Works great and has great battery life. Theres no need to spend 500+ dollars on a laptop just for tuning. Try and get a good used one in the $200-300 range and it will be perfect.
I use a Lenovo 10" net book with atom CPU, it runs crome fine and has no issues with datalogging or play back.
The only draw back is with a 10" if you do not have high enough resolution you will have issues seeing some menu items.
Crome GOLD isn't made so you can scroll up and down in the menu's under optinos so I cant get to IAB rpm's or half the Boost build menu.
Other than that gunmetal is right it doesnt take much to run the Software and netbooks offer the best battery life.
I really wish someone could port over the software to a Apple OS or Android OS.. A tablet with blue tooth keyboard would rock.

I use my 15.6" Toshiba Satellite. Has a dual core AMD processor, 4gb memory, and 250gb hard drive. It's actually a little too big and a bit annoying to carry around all the time. I think I'll be picking up a decent netbook in the near future.
I've tuned on a netbook and found it slightly laggy in NepTune. Do-able, but not great. I do most of my tuning with my Lenovo T420 (14"). But I'm only tuning my own car so portability is not an issue.
I use both an IBM T22 Think pad ($100) and an Acer Exstensa 4420 ($225) both running windows XP. I have had absolutely no issues running any of the tuning software or hardware on ether of these machines. Crome Pro, Smanager, Neptune, eCtune and Tuner studio. Hardware has no noticeable lag ether. However, I did upgrade to a 2 Port USB 2.0 PCMCIA card for the Think pad. That way I can use an Ostrich and hulog without issue.

With my HP I noticed a big lag when both my wideband and RTP are connected to the laptop. If I only run my wideband then it reads just fine or vise versa.
So I use an old Dell with Windows XP. **** works good.

It easily fits in the glove box of my EJ8 without removing anything to make room, touch screen means no carrying a mouse around since stylus is built-in. I run 7 on most of my boxes, but this one seems most stable on XP. Battery life is great, 3-5 hours during use and around 5 days on standby. I cut up a charger so I could hardwire it into my car, but the battery lasts so long I only have to plug it in when I'm done tuning.
Neptune runs great on it. I haven't tried any other programs, but I can't imagine they would tax the hardware.
