Default 99 Civic EX - CEL code 20

Sorry if i posted this thread on the wrong place. I have a 99 civic ex 5spd and all of sudden it wouldnt start after 2-3 cranks. the battery died. Got a new battery and now cel pops up. I checked the cel and got codes 20(electrical load detecter) 41(primary oxygen sensor heater), and 65(Secondary oxygen sensor heater wires). Im new at this and have no idea how to take care of this. Please help me. Thanks

Detach the positive battery terminal, try to crank the car, reattach the battery terminal.

ELD is located in the underhood fuse/relay box as stated in the pics.

This is an automatic, but the ELD is in the same location.

Check whether 7.5A dash fuse 15 is blown.

No, 7.5a fuse is not blown. I even put in a new 1. Ive been having problems with no brake lights ever since i got this car. Tail lights work. Just no lights when step on brakes. Put in new brake switch and still nothing. I dont know if this cause my cel to come up. Anyways, i left the battery unhooked for 2 days now while i research and today when i went to start it, no more cel. Dont kno if its fix or will the cel pop up again.
