tps sensor not working?

If my TPS sensor was bad would it not allow air into the intake manifold? I notice there is a passage in my TB that goes to the TPS sensor but dont know what is inside of it.
The TPS just measures how much you are stepping on the throttle pedal. The throttle cable is what moves the throttle plate, not the TPS. 
That's smells like a IACV issue.

If I unplug the IACV electrical connector on normal circumstances the car would stall at idle correct?

already checked for leaks, on the flipside the only way it idles without dieing is if i remove this cap. Bringing me to think it has to be the IACV now since it is not getting air at idle. These two have always been capped btw and worked fine before.

I took the iacv off and cleaned it, there was not any coolant in it or the hoses yet because i Havent let it bleed all of the air out yet... Would no coolant to the iacv cause it to not let air into the IM?
my car currently is open headers inside of a small garage and if I let it idle for a while the neighbors will call the police...
