Default Won't rev past 3k, Please help

1997 Civic with a b20b motor. Just had the swap put in about a month ago. Car was running fine until today. I was driving and all of a sudden it wouldn't let me rev past 3k, and it bogged down the harder i would press the gas pedal. When i feather the pedal the car accelerates a little. Can someone please help me out? Thanks a lot.

Also, it's throwing a CEL code 17 (vehicle speed sensor), it was throwing that when the car was running fine, so I'm not sure if that can be a factor or not.

Vss is not causing the issue, are you sure that is your only code?

When my car was running fine, the CEL would turn off every time I would turn off my car. It would stay off for a bit once I restarted the car, but would reappear when I ran it for a bit. I tried testing it with a paperclip and that's the only code that showed up.

So it will only rev to 3k and it's not immediately throwing a check engine light at start up?

That's exactly right. And the rev to 3k is very boggy. It won't throw CEL at startup.

What ecu? Is it chipped? Does the car lag when free revving at a standstill?

It's a stock P75 ecu from an integra ls. Do you think it could be a faulty ecu?

Yes, the car sort of lags when revving at a standstill. Not too much though.

A tiny bit of white smoke is coming out of the tailpipe too.

obd2. It's a 98' motor. I tested the cel codes with the small connector next to the ecu. Is that not the correct place to get the codes?

I might do that, if I can get the car over to them.

Car is now revving past 3k, but still very sluggish. It feels like it's running on 3 cylinders or something. Checked spark plugs and they are all fine. Ideas?

It turned out to be a short. The battery terminal runs straight to the fuse box, it connects to a couple of bolts. The bolts in the fuse box were loose. It was a bizarre solution. It all worked out after I tightened the bolts.
