Default 1993 Civic Speedometer Problems

So about 2 years ago or so my speedometer stopped working. It worked occasionally and finally quit completely, which means my odometer doesn't work either. Recently, I replaced the top of the speed sensor (the plug) and now the speedometer will occasionally bounce and sometimes work, but the speed will be way off. I ordered the parts for the lower part of the speed sensor and when I got them most of them are metal so it doesn't seem likely that those would go bad.

I also tried sand off corrosion at the speedometer ground cable, spraying out any dirt that may have possibly got clogged up (with air) and still no luck. I wasn't thinking that it would be the speedometer cluster since it does occasionally work even though it is wrong.

Does anyone have any ideas of what else it could be? Any info would be appreciated.

Usually it's the speedometer head in the cluster that's bad.
