Icon6 VTEC Del sol 94' fluctuating Revs

Hey guys, i own a 94' del sol and i tried looking for a thread simailiar to my problem, so when i bought the car i know it had some problems, the previous owner told me that the IACV is bad, which it caused the engine to rev from 1,000 to 1,500 rpm (maybe higher somethimes too), so i gathered enough money and bought a new IACV but no dice. Took it to the mechanic and they couldnt get a CEL (but it did have one) they said it could be a broken hose clamp that connects the air intake to the throttle body. Replaced it. Still revs. So i looked around and found it could be the TPS, after that i replaced the battery, tps, spark plugs, distrubuter cables. Still revs by itself. Any ideas on what it could be?

FITV underneath tb. Look it up could help or maybe you have a vaccum leak. Check gaskets between tb and IM and IM to head

Check the FAQ- Under 'l. Air Intake and Idle Control'
https://honda-tech.com/forums/honda-civic-del-sol-1992-2000-1/faqs-frequently-asked-tech-questions-1998336/
The FITV cleaning procedure is here:
https://honda-tech.com/forums/acura-integra-6/%2A%2A%2A-how-%2A%2A%2A-clean-your-fitv-aka-fast-idle-thermo-valve-1564019/
IACV cleaning is here:
https://honda-tech.com/forums/acura-integra-6/%2A%2A%2Ahow-clean%2A%2A%2A-your-iacv-k-idle-air-control-valve-1575913/

PS:
You should generally troubleshoot instead of just replacing stuff, albeit it's not too bad to do a full tuneup when you buy a used car.
Make sure you bleed the coolant for air bubbles as one of the first things - air pockets deceive the coolant temp sensor.
Also make sure your thermostat is working as intended and not stuck open - e.g. car never heats up, takes a long time to do so, or cannot sustain a stable temp (just below middle in the meter usually), like when you have the vents heating your car.

That's about what I can think of besides cleaning the FITV and the IACV and vacuum leaks.
G'luck :-)

You don't even have to clean the FITV. Ok on the backside on tb you'll see the FITV on the bottom there is 2 little screws holding a plate on unscrew that and you'll see a little idk thing lol has a plastic circle screw that all the way down. Check out a YouTube video or something. It's easy but a bit** to get too. Also take the intake off start the car in the inside of the tb there are two holes on left side closest to firewall. Top one is for iacv and bottom is for FITV cover top one if the idle drops that's your issue the iacv. If not cover the bottom hole if it fixes your idle it's the FITV. If none of that helps its a vaccum leak

pull the code first, you could easily do this yourself

on the ecu side of the kick panel, pull out the 2 pin blue wire plug and jump the 2 wires with a paper clip or stripped wire, then turn the key to "on" and watch the flashes, a long flash means 10, 20, 30, etc. and the small flashes mean 1, 2, 3

so 2 long flashes and 3 short flashes would be code number 23

That sounds like your memory fuse in the "under hood" fuse box is blown. To verify, try shorting the service connector AFTER you get the code 41 while the engine is running and DO NOT turn the engine off. If the codes flashes before turning the key off, then the memory fuse circuit is the problem. Bad fuse or bad wiring.
