Sorry to bring this thread back from the dead, but im having the same thing happen on my d15b7 in my 94 del sol.. It is constantly idling at 3000 rpm and i hear this highpitch wining/whistling that sounds like its coming from either the dizzy or the intake mani... i too just did a major rebuild, new crank, bearings, gaskets, etc.

i tried adjusting the idle screw with the car on but it made no difference in the idle, and i did some research and Eric The Car Guy was talking about the "Fast Idle Air Control Valve" but i dont think my Air intake mani has one (its the stock mani with the d15b7) or i cant find it!

Throttle cable too tight, or a vacuum hose disconnected. The throttle plate should be all the way closed when no one is pressing the gas. Bottom line to all these very high idle issues is that something is letting a lot of air into the engine.

There is the FITV it is on the bottom of the throttle body, if you take off the pipe from the air cleaner you will see there are holes in the side of the throttle body before the throttle plate, the one on the bottom leads to the FITV, it should not be sucking air at all except right after a cold start. The one on the side leads to the IACV and the one on top to the idle air screw. You should be able to stall out the engine by blocking all three. If not, there is an air leak somewhere else.

It has to be TPS not being correct or faulty, or a really bad vacuum leak. spray starting fluid where the intake bolts to the head. If it revs higher when you spray whola.. you found your leak. I have the same issue, but I am to lazy to go and clean off my IAC

I had the same issue something in between cleaning the IACV and FITV but screwed the plunger in the FITV all the way down (mine was all the way up) never had a smother idle.

Yep, this is a common issue with these cars, so thats where I would start. Screw the plunger all the way down as they tend to wind themselves out.
