10.5 volts to TPS???????

Default 10.5 volts to TPS???????

I have a 1992 Honda accord. I just got done rebuilding the motor and transmission after breaking a rod. I replaced the TPS sensor a couple of years ago and noticed while I had the motor out that I lost one of the screws and the other was loose. I know and have read the threads on the installation of the TPS but I am not getting 5 volts to the sensor. I am getting 10.5. Another symptom I'm having is the Fuel pump is not working when I turn the key on. Once again, this was replaced about 4 years ago. I just got done checking the relay as in the helm manual and its fine. The car started the first time and ran for about 90 seconds and then stopped. I am at a loss on this one and really frustrated. Can anyone help, I'm thinking ECU on this one.

tps, egr sensor, map sensor all use the same 5v circuit. I would check to see if they're all getting the same. If so, I would substitute another ecu and see if that fixes it.
