Can washer on turbo's cold side shaft be replaced?

I'm looking at buying a turbo, but the cold side shaft washer is broken in half. Can that bolt be safely removed and a new washer installed or will the shaft get disbalanced?

if the washer is broken the the chances of that turbo having some major issues is great, dont buy it
