95 Civic Code 7 TPS CEL - HELP!!

Default 95 Civic Code 7 TPS CEL - HELP!!

I have a 95 Civic coupe with a JDM H22a swap and im getting a Code 7 CEL - Throttle Position Sensor. I checked the voltage at the sensor and its reading .004v with the throttle closed and 3.3v at wide open throttle. I've researched and found it should be .4-.5 closed and 4.5-5 at WOT. I adjsuted the TPS but the voltage only drops lower. The car idle's and runs fine, but it keeps throwing the CEL, does the TPS need replaced because of the lower voltage? Is it starting to go bad?

If you unplug the TPS and turn the key to ON(II), what output (reference) voltage do you read at the relevant wire terminal in the wire harness connector?

It reads .025v in this situation.

What color wire in the TPS connector had 0.025V?

Unplug the TPS connector and measure voltage to body ground at the Yel/Wht wire terminal in the connector. Next do the same test but use the Grn/Wht wire as ground. What are the voltages?

Yel/Wht reads 4.95v, Grn/Wht reads .008v

That's good so far, but you did not use two different grounds:

Oh my bad, I read your post wrong. I will check it using the other wire as the ground first thing in the morning.

Using the Grn/Wht wire as the ground, the Yel/Wht reads 4.92v

That's good voltage and ground from the ECU. Sounds like a bad TPS. But first verify that the middle TPS wire does not have a short (continuity to body ground with key off).
