Oil then water on top of the spark plugs...cant find a solution.real techs help!

a buddy at work has a 95 lx autotragic civic that had a weird problem of oil sitting on top of the spark plugs inthe cylinder hole.
my responce was to replace the spark plug tube seals on the valve cover. and he was like "nawww, theres an actual tube seal at the bottom of the tube that goes bad and leaks oil in the chamber". i was like stfu.... i never heard of that **** before. sure thing there is such a thing.
well, i hooked him up with another buddy to do the work. he does it and puts it back together.
well, the car runs great!!! doesnt smoke! or leak!!! BUT!
another mystery problem showed up. he complained to me that theres water or coolant sitting on top of the plug. im like stfu. THERES NO WAY!
if theres water gettting in the hole,how does the car continue to run great!
no oil in the radiator
no coolant in the oil pan
doesnt smoke
runs great
doesnt missfire
but, even when the car ISNT RUNNING the hole continues to fill up with water/coolant.
wtf is going on here?????

nope. like i said, the real strange parts is then when he shows up to work, the 1st thing he does if pull the spark plug out because the speak plug tube continues to fill with coolant even when NOT running...how is this possible?????
the title of the thread was correct the 1st time....

No it's not. Why report a problem that is not existing then? Just stick to the current issue-coolant in the plugs. Sounds like a crack in the head/block.
The original title gave no clue about the tech problem, though my edited title was truncated -- now fixed.
pressure test the cooling system with one of those rental tools from autozone. if the head is leaking into the plug hole then the system wont hold pressure

Like above said, pressure test the coolant system. But clean out the problematic tube before hand, and keep an eye on it. Watch to see if it fills with pressure applied. Make sure you test this with the engine cold. Also, just for ***** and giggles, run a compression test, see if its in specs. May give you more insight.
