Guy told me it can be my compression in my fuel lines that's why its not lettin it go above 3000 rpm how can i check that myself or check my fuel pump

 

Doubtful but if you need to you have to install a fuel pressure gauge.

 

Okay do you think its my fuel that's not lettin me go above 3000 rpm i mean i have the pedal all the way down and it feels like I'm takin off in high gear

 

How about some info about the car before you get your thread locked? Have you done any recent work? CELs?

 

its a swap d15b7 block with zc head and i don't have my vtec hooked up so i figure that's y I'm throwin cel i wanna hook it up but i got new harness with clips but their cut idk where they go on the harness one for sensor and other has the ground on it so idk which one for my ecu get what I'm sayin??

 

Get a fuel pressure tester/gauge (auto parts, online, harbor freight) and hook it to the service port on your fuel filter.

Use caution when working with gasoline especially in proximity to the battery.
