Throttle cable too tight?
Did you adjust valves?
Check for vacuum leaks at the gaskets?

When i put the head back on i did the valves/lash
checked for vacuum leaks none
another new TB gasket TQ to SPEC
New TPS sensor calibrated to SPEC
Did a coolant flush with out BG machine

Nothing idle dropped to 1300 rpm

but now i have NOOOO power in first gear, if going up a hill with a full throttle the mph drops and car has no power what so ever

im so lost

im actually having a very similar problem, except i just bought this car and its a newer motor from a junkyard,

i cleaned iacv, swapped out throttle bodies, checked timing over and over again. only difference is when i start my car (97 civic with d16y7 p2e ecu) itll stay at like 1800-2000 rpms even when it gets warm, then if i shut it off when its warm and start it back up itll stay around 1200-1500 rpms. been working on this for days now and its been getting very aggravating.

so if you figured out what it was or if anyone else has any input i would be very greatful

Probably not much help but my 90 CRX was idling high around 1500-2000rpm's but I knew my TPS sensor was shot so I just unpluged it for now until I can get a new but none the less no more high idle, Hope this helps.

Also forgot to mention it was bucking in low rpms in 1st 2nd and 3rd, and would also bog down when I went WOT but when I unpluged the TPS sensor it cured all these problems.
