won't start when very cold in the morning

Default won't start when very cold in the morning

93 civic si hb won't start normally in the morning. Have to add gas for it to start. While pressing gas when start up the car will bog few time then starts up directly. After start up, turn engine back to off the car will start up normally. When driving pass 3000 rpm, the car will bog. Below 3000 rpm, runs good no bog. When floor the gas, everything is okay. Maybe no gas pressure when cold. Any help?

93 civic d16z6 engine

what i did so far
original p28 ecu and swap a running 95 p28 ecu(still no luck)
new fuel pump
swap fuel filter from a running 95 si civic
new main fuel relay or main relay
swap injectors from a good running 95 civic si hb
one cel only (code 6 engine coolant temperature sensor) not hook up cause wires was cut
all fuses from top of hood and dash are good.
Have not check timing yet.
