WAY too much Fuel Pressure, regulator all the way down

So I just bought a beautiful EK hatch with a CTR swap.I get it with a chipped P28 with J1 disconnected and not resistors at c51 and c52 or w/e they are.
I order a B16b basemap, fix the half chipped ecu and all is well.Except my fuel pressure gauge is pegged at over 60 PSI with the stock regulator.
I know the car has a pump in it, you can hear it, its loud.
I put a cheap B and M adj. regulator on (as a diagnostic tool mainly) and with the regulator all the way backed out, its still at 55PSI.
So then i think the return is clogged.I un hook it from the regulator, run a long hose to a gas can, and start the car. Still 55 PSI, so the return is fine.
The regulator has no effect, but is good.Holds vacuum.
Any thoughts? Is it just the pump being too much? Can i run a stock pump on my I/H/E b16B?
