Icon3 HELP! car idles fast and whistles too HELP!

my friend has a 95 civic ex that we just put back together and we got it to start but it now idles fast and makes a high pitched whistling sound.. i tried to adjust the throttle cable and the distributor but that didnt solve the problem at all.. any advice would be appreciated greatly!

"Idles fast" means what exactly? Where is the whistling coming from? What do you mean exactly when you say you tried to "adjust" the throttle cable and distributor? More details please.

did you remove the throttle body? might be a leak their. any vacuum lines you removed may not have been put back on. map sensor might nit be hooked up. lots of things can cause a whistle, im assuming a vacuum leak. recheck all connection and go from there.

the engine keeps idling up to 2 on the rpm gauge repetetively, and the whistling sound is coming from the intake manifold area. i loosened the nuts that hold the throttle cable in place and moved it around to see if the cable was to tight or loose but i guess that has nothing to do with it, and i loosened the 3 bolts holding the distributor and moved it up and down u kno like to adjust the timing? but it didnt change anthing..

just checked all vacuum lines and throttle body, no leaks..im stumpt'd..

That definitely sounds like a vacuum leak, but it could also be a couple of other things.

I would recommend downloading the Honda Service Manual from the FAQ. It has some very good explanations, and also some very good troubleshooting steps. I'm pretty sure that it addresses your very problem.

You'll probably need a vacuum gauge and a fuel pressure gauge.

take some starting fluid and spray it around all vacuum connections. if your idle jumps up when spraying a specific area then you can narrow down the vacuum leak. check connections to fitv, iacv,map. also check your throttle body and intake tube, the manifold itself where it bolts to itself as well as to the engine.
