I have a victor x manifold with a 70mm BBK TB, when i get above 3000rpm, the throttle cable gets stuck on the lip og the TB "butterfly". When i let off the clutch im idling @ 2500rpm, then i rev it up & it goes back down. do i just tighten up the cable???

 

sounds like something isnt lined up well or has some slack in the cable. operate it and watch it. see what is happening. i would imagine the cable isnt aligned though.
