Using Spoon ventuli plate w/ Honda thermal gasket

I have picked up both of these items and plan on using them with my B16 head. My question is do I put the Spoon plate closest to the head or the Hondata gasket or does it not matter.
Im assuming it will effect power at a certain rpm differently each way im thinking ill get more mid-range power the closer it is to the head but I wanted to get a expert opinion
Thanx in advance

it is used kind of like a restrictor plate for engines running in classes with hp limitation, it sacrifices high rpm power for low end torque and midrange.
I might be wrong though!

I always thought it was a way to narrow the intake port to increase velocity. If it worked it would be a great idea but I have never seen a dyno chart to prove if it did or not.
However, at $250 or whatever it cost I'm sure the HP:dollar ratio is all out of whack!

I only bought the plate for a buck so it'll be easy to re-sell
When I changed my b16a2 head for a p+p ITR head last wkend, I found one of these venturi plates fitted to my engine (jdm delsol sir). It had no other gasket, just this plate fitted.
I have no dyno numbers but the car pulled ok for a b16, full weight delsol, non transtop, all stock apart from 4-2-1 ebay style header and intake, OEM exhaust, no cat, ran 15.1 with 2.3 60ft on nasty JDM tyres....
Not worth the cash obviously tho...
