Are the 6th gen Accords OBD 2?
In my reading on ECU tuning, I've not seen much on OBD 2 tuning. Mainly OBD 1 and 0. I'm currently considering a trade in from my 94 EX to a 98 LX or EX coupe with an F23, but in the future, if I do an engine build, I need to know how much extra work I'm going to need to go through to tune the ecu. Will I need to convert to OBD1?
To do proper tuning (running an EMS or a chipped ECU) you will need to convert.
Accords from 96 on up are all OBD-II.
You can tune on OBD-II (see: AEM F/IC, AFC's, etc.), but these methods won't give you the same quality of tuning.

Okay, I'll see what I can dig up on converting, then, since I've never done much searching on that bit of info (Having an OBD1 car)
What ECU, chipped, would be best? p28? Something else?
