00 Civic ex won't rev over 4k rpm and has rough idle
Hey guys.
Car wont rev over 4k Rpm. Also, the idle is very rough, especially at cold starts. It sounds as if its about to bog out but as soon as you give it some gas it picks up, and it idles fine after warming up a bit.

plugs,wires,cap,rotor,intake filter,cabin filter, engine oil, engine oil filter, and tranny fluid. I know that some of that stuff doesn't need to get replaced but I am going to do it as precaution.
While I am doing this I am going to clean the FITV and IACV. Hope fully my friend is going to stop by and do a compression test for me just to see whats up.
I emailed the owner and he said he changed the timing belt around 70k miles so I don't think that is a problem. The bad thing he told me is that the gas may be bad (after sitting for a year) so I am going to try to drain that.
No CEL codes. I think it may just be the fitv or iacv that's causing the rough idle and the spark plugs are probably the cause of the limited rpm.

I also think I am going to replace my throttle body/gasket? Should I order form my local honda dealer or should I look online?
I'm no expert, but my car does this when there is a lot of moisture outside and my diagnosis was the ECU going into "limp mode." Still haven't resolved my problems either...
