Default Chipped ecu obd0-obd1

My friend has a 90 crx Si with a B18a1. He was running obd-0 but his dizzy took a dump so we converted it to obd-1. We made jumper harness's for the dizzy and he had a Locash ecu adapter and subharness. The only wires we had to add was the 4 wire o2 sensor. Here's the dilemma, The only obd1 ecu's we have are socketed p06 and p61. Right now im only using the p06 until i get things figured out. when you try to start the car with sst chip, it will just crank and crank but wont start(no CEL). If you remove the sst chip, the car starts but idles at 1800 rpm's (solid CEL, limp mode). I searched and found out you need to cut the j1 jumper, but now the car doesnt start(no CEL). anyone have any ideas????
