Default Speedometer not working in the 98 Auto

At first it worked every now and again the needle would stay at the bottom and then shoot up to the correct speed and then drop again, so I thought it was the VSS.

After buying and replacing the VSS the speedometer still doesn't work.

Everything on the cluster seems to be working fine, lights, RPM, gas, and etc. Is it possible for just the needle to stop working?

What else could it be? Anything I should be checking?

Thanks

Edit:

I even tried unplugging the sensor and then starting the car to see if the CEL would come out, because I thought it would come on if the sensor was bad, and the light did not come on when it was unplugged. Don't know if that helps narrow anything down

Does the CEL work? When the key is turned to ON(II), the CEL should turn on and then off after 2 seconds, if there are no codes stored in the ECU.

Is 7.5A dash fuse 15 blown?

Check the VSS plug terminals for corrosion or damage and the wire between the VSS and speedo for an open/break using a multimeter.

the cel does turn on and off like it should even with the vss unplugged

edit

will a manual cluster work for auto?

Another thing, I checked the number 15 7.5a fuse and it looked fine.

does it bounce from 0 to whatever speed your doing? It could be a defective speed sensor, I replaced one on my EH9 and it still didn't work..

Yes it does, I have gone through 2 VSS's, I doubt both were defective and one is brand new out of the box

300% sure its your cluster then..if it was your vss then usually it just stop, and wont be intermittent. try swapping it out with your old cluster...they go bad all the time, if it works then you can swap speedo's...just be careful if you do because if you tighten the bolts on the back to hard, youll break it...you have to basically finger tighten them.

It's a stock cluster its at 193k but the odometer doesnt work unless the speedo is working so it prolly has way more miles now
i might be able to get one from a DX, does it matter if its manual or not?
