If refrigerant pressure on the high side is too high or low, the A/C pressure switch in the receiver/dryer will prevent the compressor clutch from engaging.

When you push the A/C button on, does the engine idle speed increase?

If you switch the compressor clutch relay and condenser fan relay, does the condenser fan now fail to run but the compressor clutch now engages?

If the idle speed bumps up when the A/C button is pushed, it tells you that the ECU receives the "on" signal from the heater control panel and that the A/C pressure switch is closed (=good). This means that the possibilities are a bad clutch relay, a bad thermal protector on the compressor, or a bad or improperly gapped compressor clutch. The results of swapping the relays should begin to limit the field further.

Check the line to see if there is any refrigerant in it. Just take off the cap and press down on the valve to see if any is released. this should let you know if any is in there. It sounds as if you have no refrigerant.

Yes it has but it looks like it had low pressure.
