i need to no witch way the dots on the two cams should face when replacing the timing belt

thats how i got it and it wont start wat do u think i should do

and i got the crank arrow lined up wit the arrow on the block and the cams pointing up and it wont start

check all your grounds, distributor wiring and such. is it throwing any codes?
