yes, for performance. BUT in the "great" state of NY you must still pass an obd2 inspection test. which wont happen with an obd1 ecu.

correct aside from that also a p28 and have it chipped unless youd want to use the stock p28 settings which are vtec @5000 , and rev limiter @ 7500 if im correct, but if left unchppied i believe youd have a minor bog through out your first few thousand rpms so id get it chipped to your preferance

welll the reason y i think i need a new ecu is because it bogs with the p72 vtec cracks hard as ****! but it just bogs and does really move as quick as it should.. idk what to do
mine wouldnt rev over 2500. it turned out to be a bad ground in the wiring harness somewhere, i rewired the crank position sensor directly to the ecu, works great now. all obd1 and 2 has a crank position sensor in the distributor. obd2 has a crank fluctuation sensor integrated into the oil pump, which can be bypassed by quicksplicing the cylinder position sensor(also in distributor) to the ckf(crank fluctuation sensor), both power and ground wires at the ecu plug connector "c". aka ckf bypass trick
save yourself the money of buying another ecu and jumper harness and just have the one u have now chipped & tuned (as long as its not fried)
with hondata you can change the settings to replicate any ecu you want. p72, p28, p61, etc. on top of making your own settings

theres some places that you can send the ecu out to they set it up and send back... only thing with that is you need to get it tuned else where.
as far as knowing if its chipped or not... if you go with hondata... for example. i have an s300 so i can just bring my laptop into the computer and plug in the usb cord and log into the ecu while car on or off.
but if u went with something generic its a bit of gamble to what they put on it. if you dont know who is doing it and if they dont have the car there to make something custom to your setup

OBD2 ECUs are not easily chipable.
with an OBD2 P72, of course a B16 will run poor, it's running it like it's a 1.8L with VERY different cams, very different intake manifold and simply off in a lot of ways.
easily located, emissions friendly B16A ECU = 99-00 SI = P2T
yes it's OBD2b, so you'll need an OBD2a to OBD2b conversion harness.
other option, try to locate the rare OBD2a P30 that came in the 96-97 DelSol VTEC.
this will plug right in and run your engine like honda meant it to be run, plus emissions friendly.
the OBD1 option (chiped P28, P30[best bet in my book], chipped P72, chiped/converted P06, etc)
emissions - fail instantly, but with tuning will run great. Without tuning, it's up luck to luck with the basemap in the chip. It may even run worse than it does now...

To be legal, somehow obtain the 96+ Del Sol VTEC as mentioned. Or if you want to tune it, you can chip it or send it off to be chipped. You'll also need either Hondata, a chip burner and chips or an emulator like the Moates Ostrich. Then you'll either need to go to a shop to get it tuned or have someone who knows how to tune ride along with a laptop to tune it.

i drive an em1 with a b20v which requires both the knock n cps with a b20 build i didnt use a knock or a cps there obd2 requirements when i use my jumper for a chipped p28 an obd 1 ecu it doesnt look for those sensors therefore eliminating the cel thats all i way tryin to get at im not here to
argue or insult anyone just to learn and give my 2cents
and if he wanted to use an p2t he would still require a jumper harness there is a difference in obd2 99& up a & b
