Questions on ECU Simulators...

Looking for something I can hook up an emissions scan tool to so I can pass emissions. I have a JDM 96 Type R motor and since it is a 96 the state wants to see OBDII and they don't care how it is OBDI. I have done a search and found a couple but am wondering if anyone has had a positive experience with this.
Before anyone gives me crap the car and engine are 100% oem, it has a cat, exhaust, all emissions equipment and would pass with flying colors if it wasn't for the simple reason it is not OBDII and can not be scanned.
It seems simple enough to have a OBDII connector hooked up to a 12v power source to scan. I have found this. http://www.immensehardware.com/xtreme-obd-3.html will it do the job?

That is a great solution, however, it won't pass a standard OBD2 emissions test. In an OBD2 emissions test they need to turn the CEL on and then turn it back off, verifying that it is in working order, which the simulator unfortunately can't do. Everything else, I believe, will pass using that simulator. You can try it and see if they let the non-responsiveness slide as a pass, but it will vary from state to state.
