Code 45 system too lean or rich?

Ok how the heck am I supposed to check this. I figured that it was throwing a code because I don't have a cat, but I guess not after checking it today. I just changed my plugs because I figured they were fouled out and they were. They were soaked black (from running rich I guess). Now how am I supposed to lean it out or for that matter check it?
Complete list of mods?
Do you have cam gears w/ a lot of overlap dialed into them?
Do you have a V-AFC that has been used for major changes in the fuel curve??
Either of these can throw that code. I'd think things would be running leaner without the cat, but maybe I'm wrong. If the plugs are fouled, lean it out.
A dyno with a wideband 02 ssetup could tell you the exact cause of your fuel woes.

I was always under the assumption that with a code 1 (O2 sensor) you are running rich. I assume this because running rich is "safer" than running lean, and the car would rather sacrafice temporary fuel economy than your motor...I could be wrong.
I'm bone stock except for the intake and no cat. I run open header sometimes if that makes a difference.
