Default B16 idle problem please help!!! :(

I have a 95 civic with a B16a in it everything has been going fine recently I started having an idling problem. The problem is that When I start it it idles way to high last night I was driving and then out of no where it started idling at 3,000 RPM I am thinking it is my iacv but I am not sure. I was thinking if it was my iac the Needle would bog up and down, but it does not. it just stays at 3,000 what can the problem be?? Please help.

The IACV could be the problem also the TPS or a vacuum leak.

In order for the motor to idle at 3k, there has to be air getting into the manifold somewhere to support that RPM. The next time it idles that high after the motor has warmed up, try some tests like plugging the IACV or FITV, disconnecting the IACV and generally check for vacuum leaks.

I plan doing the test I did some researching and I found a good link with pictures. I am also going to try cleaning the IACV and it is running on a chipped p28.

The CEL means the part's electronics are working but mechanically the IACV may not be and as suggested before may just need to be cleaned.
