cruise control problem, wtf??

cruise control problem, wtf??
hey, got a problem with my cruise control on my 96 EX coupe. When i set the cruise, it engages just fine, then it speeds up 5mph, then slows down back to the set speed, then speeds up 5mph, then slows back to the set speed, ect....
I checked all the vaccum lines, pressure tested them with my air compressor, they all look good. Checked the drain hose on the cruise control unit by the motor mount, its clear. The vaccum canister holds pressure, cause when i pull the hose off of it i can hear pressure release..... Im stumped on this one.
It sounds like a vaccum problem to me, but i have verified its not. At first it only started doing this when it got really cold outside this winter, but now its doing it all the time.... Any Help??
