Default More cruise control issues

Hello, i have a 1998 honda civic Lx. About a month ago a vacuum hose was off my cruise control actuator, resulting in the cruise control not functioning at all. However, after a simple fix by hooking it back on the actuator, the cruise control has been acting funny. When you engage the cruise control it is slow to maintain the set speed, and once cruise control takes over the speed, it has a hard time maintaining it. It drops 3-4 mph then slowly climbs up to the set speed. This process repeats itself. All vacuum hoses are on and cable looks good. Any thoughts?
