You'll need a new bushing. Cut out the rubber including the broken bolt inside, and break the tension of the outer ring of the old busing loose and install a new bushing.
This is very common on the 90-97 Accords.

could i do that without taking the whole thing off?
im planning on getting new bushings anywho.
and the end of the bolt is still in the screw on the other side. how would i deal with that?

Happens all the time.
You can....
- Drill the bolt out (takes FOREVER)
- Get a new strut and cut the old one off with a die grinder and press out the bushing.
- Use a die grinder to cut the welded nut off of your strut, then replace it with your own nut/bolt.
I prefer getting a new strut. If it's been on the car long eough for the lower bolt to rust itself on, then it's probably way overdue for replacement anyway.

lol. good point.
so ur just saying cut off the old strut?
im guessing just the bottom part and then popping everything off?
i was originally just gnna heat up the bolt and then taking the nut off at the end and just popping it out.

The entire control arm is only three 17mm bolts, it's really easy to take off, but if you really want to do it on the car, you can use a GM Pitman arm puller.
This is the Honda specific bushing puller:

This is the GM Pitman arm puller:

They pretty much work the same, but with different prices. The GM Pitman arm puller can be had for as little as $5.00. Just get a socket the same size as your bushing and place it in between the puller and the old bushing to press your old bushing out.
Usually when you pull the bushing, only the rubber center section will come out, but you also have to remove metal sleeve inside, so don't forget.
