idle issue on interstate

Default idle issue on interstate

so i recently put a itr im and tb on my b16. i also but ctr cams in it. so i cleaned the im and tb with brake cleaner. none of the sensors where on the parts. so now when i drive on the interstate, i noticed one day while balling, that when i push the clutch in that (as to coast to slow down) the rpms dont come down normally. so i got off the interstate and the rpms slowly came down while the car was slowing down. rpm came down at the same rate as mph. checked throttle cable and even lubed butterfly and throttle return spring. so whats next?
