Default B18C running really rich

My car is running really rich that it is undriveable. I tried 2 different ECUs so far; one from phearable and one from turbogixxer. Same outcome, it runs so rich that it fouls the sparks plug. And there is a lot of black smoke from the exhaust.
Motor specs:
JDMB18C ITR
Jun3 cams
RC 310 Injectors
B and M FPR
I/H/E
Walbro fuel pump
Map sensor is fine
I don't know what else to check.

anyway, yes i am aware that the car needs tuning, but it should be able to run. The car is undriveable. I have owned 3 diffrent jdm B18c motors with cams and and all three got dyno tuned. I never had something like this happen before. i even turn the fpr to the lowest settings. The thing about this motor is that it ran fine when it was in my old teg. I pretty much did a engine swap to a diffrent body with a diffrent wire harness and now this happen. Could it be the wire harness or the upgraded fuel pump?

Do you have a fuel pressure gauge on it? If so, what is it reading?

40 psi is the stock pressure....

how long does it run before it fouls one of the plugs? is it fouling the same one constantly? does it foul more than one?

what plugs are you running?

what harness are you using?

the fuel pump is only going to allow as much as you have the FPR set to....if your FPR is reading 40...then your fuel pump can only put out 40....the fuel pump only helps when it is requiring more than stock specifications.....which we know is not the case ATM....

I switch back to oem fuel pump and stock injectors and turned the fuel pressure down the 35 psi and the it was able to idle without black smoke pouring out the exhuast. All 4 sparks plugs would get fouled with in a min for running at idle. I have a someone coming to street tuning it soon, but i dont think its not a tunning issue, Because this motor ran fine before it was swapped in the new hatch. There is no cell code also.

ran into this issue randomly once on a buddys car and found this article

http://www.theoldone.com/articles/regulator/

never did it since we found another issue after days, but it seems logical if you read it.
