what is the cheapest/most reliable way to get ~200hp out of a 94-95b18b?
b18b with all the bolt-ons inluding p/p head and cams?
turbo kit (7-8psi) stock internals? OR
lsvtec?

anything is reliable if it is build the right way and tuned the right way. but the cheapest is lsvtec with a good cam. high compression pistons and you should be somewhere around 200 maybe. remember this the motor is as reliable as the builder and tuner.
but....
would it be possible in not to much of a PITA to get a 200hp with the following:
p/p head
cams (and all the goodies you need)
skunk2 intake manifold
I/h/e and tb, and pullies?

yeah, i was thinking turbo. but... i want to be slightly different and i thought going forced induction wouuld be hard to keep properly tuned. i figure i just need around 200hp at the fly to make a 92vx hb or a 90 crx run low 13's.
Go Turbo. It take so much money to make a NA LS to go fast especially if you want 200hp to the wheels. Dyno it and tune it.

the best way if you ask me if definately NOT a ls-vtec. yea they're koo, ****, wtf am i talking about, they're krazy! but it's not reliable is ur gonna build it on a budget, might as well save the money buliding a ls/vtec and get a gsr motor. anyways, the best and EASIEST way would have to be turbo, if you want somethin that will give you major hp i say get a rev hard kit, if you want something that will be in use a lot and is a lot more streetable get a greddy, if u want sumthin in between there's always the drag kit. and if u DONT wanna get turbo the basic bolt on and cams will do fine. maybe not 200hp like u wanted it to be, but shiet, ask anyone, it'll still be mother phuckin nice
so y'all think that a b18b with the following wouldn't have 200whp:
b18b block resleeved to 84mm bore ~2.0l
high compression forged pistons 10.5-11:0
skunk2manifold and stage 1 cams
portflow head
oversized tb, cai, 4-2-1 header, catless intermediate, and catback exhaust
crank pulley

if you want consistent power get some cams, head work, higher compression
or turbo...
or if you just need the power at the track...run nitrous...
75shot plate kit, colder plugs, fuel managment...and probably the basic bolt on..i/h/c/e should put u about 200 @ wheel on a B18B...

Ctr pistons,5 angle valve-Port and polished head, some WEBB wild cams and mill the crap outta the head lol
