anyways it says the one im gonna buy vtec is set at 5,600. whats the lowest i can go for a stock b18c5 engine..? could i do 5,000 and still be reliable?

a stock ITR will likely loose power if you set it to 5k, 5200 is the lowest I'd go unless you have it tuned specifically for the lower point.
IMO a basemap should start with a 5400-5600 VTEC point and tuned from there.

Exactly. I have my vtec kicking in at 3k. JRSC'd D16 tuned with a s300 by me. As long as you know what you are doing tuning-wise, you should be fine.
well i just assumed leave it at wht they put it at(5,600) i dont plan on keeping the c5 in it that long anyways just the daily motor so i can build my gsr out of the car for turbo
Your vtec point on a stock b18c5 really depends on your exhaust/intake setup as well as how well your ecu is tuned etc.
We have tuned type-r motors with toda style headers & a short ram intake with vtec at 4800 rpms. Then we have seen some with stock exhaust/headers & intake boxes like vtec at a higher point such as 5,500 rpms.
One old school example:
