Problem: EG GSR Turbo 3000rpm @ Warm Idle!!!

But I'm trying to help diagnose my buddy's gsr turbo. It's an OBDI engine.
His idle is at 3000rpm! No fluxing. It's a constant 3000 even when warm in neutral.
From looking at it last night, his FITV has no line running to it. He has an aftermarket IM if that makes any difference.
Could not having a line on the FITV cause his condition? If so, where do I connect it to? I read that it needs a coolant line from the head?
Does anybody have a picture of the back of a b18c engine/intake manifold? He has some loose vacuum lines but they trace back to emissions stuff (which is not used). it seems like it's impossible trying to find a simple vacuum diagram. any help is appreciated.
