At wits end with vac lines...

Okay, i just spent 3-4 hours with a neighbour trying to get my gf's b18b1 to idle correctly. She has a b18b1 (obd1) with a b18a1 intake manifold (obd0). We followed the vac diagram for the obd0 IM and everything was correctly hooked up and for some reason it would only idle at 2k or 3k. So we decided to cap off the evap and all the other crap obd0 parts and run it like a obd1 manifold. The idle dropped to 900rpm however, it has this weird sputturing (very quiet though, nothing to aggressive)to it that would happen every couple seconds. We could not get it to remain a clean and constant idle.
This b18b1 motor ran flawlessly before in the old 91 teg. We swapped it to a cleaner 91 teg chasis and now it just won't run perfectly smooth. We replaced the tps, tried swapping out the maps and nothing seems to be working.
Suggestions guys?
