Default Bad ELD?

Car: 97 Civic DX
Problem: CEL Throws code, saying i have a bad ELD
Symptoms: Idle Surge? i dont have any of the usual dimming problems.

I have double checked all the vacuum lines, as well as replaced the IACV.

when the motor is running, with the intake off, if i plug the IACV "port" on the inside of the TB the idle surge stops. (this is what led me to believe it was the IACV to begin with)

my buddy thinks its the ELD causing the surge, is he right?

i have been searching for weeks and double checking everything and still no luck.

i have also seen the TSB on this issue, my engine harness is brand new so i know this is not the problem...

suggestions? ideas?

PLEASE HELP.
i need this car running asap for winter.

Thanks!

I had the same cel on my 95 hatch, cleaned the terminals and the grounds and it fixed it. Not sure if that will fix your problem tho. I didnt have idle surge.

Check whether 7.5A fuse #15 under the dash is blown.

Is your 97 Civic completely stock? Any mods?

basically.

i started doing a wire tuck, and its on its 3rd motor.

the block is from a 92-95 civic though. but i dont see why that would have anything to do with this.

Make sure the ELD connector on the underside of the hood fuse box is plugged in. If so, check for a short in the Grn/Red wire running between the ELD connector and pin D16 of ECU connector D.
