Default Under hood cooling

My Honda Civic LX 2005 engine during the summer 90F measures approx 700F. The rest of the parts under the hood are around 200F.
Fans are working normal. Everything is fine.
But what if I want to super cool the insides?
It seems like the air leaving the insides go out around the tires. I drive in city traffic all the time - practically idle.
Any ideas to cool it off even better?

How are you getting the measurement of 700 degrees?

The only thing that should be that hot is the exhaust. You would have to run with no coolant for the engine to get that hot.

Right around the oxygen sensor, see the triangle opening?
I aimed the IR thermometer right in the middle of that triangle.

I'll tell you what, I'll try again. Tonight, I'll place a piece of solder there and see if it'll melt.

Yeah, that's the exhaust. It'll get hot.

Try aiming it at the engine block instead.

Well, just so I'll feel better, any suggestions on how to better cool whats under the hood.
I drive in heavy traffic every day.
