Default Smoking after turbo rebuild

Here's the scoop: Just blew several hundred dollars rebuilding my beloved little Super 60 T3 turbo because the car was smoking under boost. With normal driving, the car was fine, but with the throttle mashed to the floor I was blowing blue.
Got the turbo back from the shop, primed it with some oil before re-install, then spun the engine over for 10-15 seconds with the ecu fuse pulled to run some more oil through it.
Maiden voyage last night went fine. Drove the Civic to work this morning, and same old bullshit. I have an oil reducer in the feed line to the turbo.
Anyone else have this happen? I'm starting to think it's now the motor (recent Comp. Test was decent) or maybe the oil is no good? I'm using 5W-40 Castrol Syntec in the D16. Running Arias Forged Pistons with Eagle Rods. Engine was put together in 2004 but has only seen 15,000 km or so since being built and never more than 11 psi boost.

Drain line smooth / no kinks?

Drain line goes to top of oil pan / above oil level in pan?

Describe your crankcase ventilation setup.

Drain line looks good. The oil return line goes up near the top of the oil pan so we're good there.
You touched on something I've been thinking about recently. I'm running a standard Honda PCV valve and have a small breather filter element on the valve cover.

Also, just took it for a drive and it seems to be much better. Possible that the turbo was just burning off some excess oil from the rebuild perhaps?

Were there signs of burned oil in the hot side when you took it apart?
