not to be a jerk but when you type try to get your words correct. it could mean 2 different things to us.
when you turn the key to on(not turning the motor over) you should a whining noise from under your back seat.

yea i turn the key on and it does not make the whining noise that it should make. And like i said before the pump is still good I checked it.

not to be a jerk either, but he said the pump primes fine and he changed his harness. why suggest he replaces his pump?
op - chances are you need to do the pin swap that goes to the ECU for the fuel pump. I guess it's not really important which car you have, but rather which pin is in place for your pump.
on an OBD2B harness, the A15 pin on the ECU side is empty while the A16 plug is for the fuel pump relay on a Civic (typically d series). A15 is used for the fuel pump relay on an Integra and A16 is empty. I don't know what your setup is, but if you have the pin in one slot, try switching it to the other one. take a look:

Ok I guess there is som esort of miscommunication here. I took the fuel pump out of my car checked it with my battery, and it turns on. As soon as put it back in my vehicle and i connect it does not want to turn on. I checked the fuses and they are good.

it was pretty clear to me, minus the part about shooting electricity. nonetheless, he's saying that if you wire the pump directly to 12v and ground, it primes. if you have it in the car and try to start the car, it doesn't prime. the op should see my last post. that will likely fix his problem.
