Default E-brake stuck

I have a 99 Si and was driving it around all day and stopped at home to change for work, parked it in the driveway with the e-brake up. Came out 20 min later and went to put the e-brake down and the brakes won't disengage. What could the problem be?

most likely it stuck somewhere in the ebrake handle... take that off and chase down what is not working...
If you go from the wheel, the cable is hold down by a pin inside/top of the calipers
