OBD1 CEL Diagnose (chipped p28)

Default OBD1 CEL Diagnose (chipped p28)

I'm running a 92 CX civic with a b20z/GSR swap on a chipped p28 and safc2 piggyback and my car is down at the moment. I tried the CEL diagnose and when I turned the key the CEL stayed lit on. (when i normally crank the car, it will come on normally for 1 second but with me shorting the diagnostic connector, the CEL stays lit)
Would that mean a code 0???
ECU problems?

Check whether fuse 31, 24, or 18 is blown and whether the ground wire attached to the thermostat housing is loose, disconnected, or corroded.

would that be the under the hood fuse box or under the dash panel fuse box??

31 = hood

18, 24 = dash

But I have a feeling it may be fuel pressure.

Those three fuses protect circuits for the main relay, which supplies power to the fuel pump.

Ok, i've done a compression test on my engine and cylinder bank 1 shows a compression of 175 psi, cylinder bank 2 shows 190, and cylinder banks 3 and 4 both show 0psi of pressure.

So I proceeded to do a wet compression test (the compression test with oil), and found that there was still no compression in banks 3 and 4, and a real small amount of oil squirted out of the cylinder banks, so that means my compression rings must be good, So I figured I have bent intake valves.

So I was wondering if just getting new intake valves and the rocker arm springs would fix it (wouldn't that be a probable cause of my car throwing a code 3?).

Thanks so much Ron :], I'm still a high school student so don't have such a wide mechanical knowledge of cars :]

P.S. I forgot to add in the first post my car won't idle and to keep the engine running I have to constantly keep it gassed to at least 500 rpm.

So I tore off the head, and found that my exhaust cam is broke after cylinder 2.. and none of my valves are bent.. so i'm guessing all i need to do is get new exhaust cams.. :[
