Default Cruise control?

Is it normal for my cruise control to vary in rpms and mph? Variants on rpms is about 200 rpm and for mph can go up or as 2 or 3 mph. If this is not normal any happy would be aperiated.

Normal.

When load increases (from flat to uphill), the car will slow slightly before adding more throttle. Same when load decreases, the car will speed up slightly before the throttle is reduced.

When done correctly, it results in slightly smoother cruise control operation and a slight improvement in mileage, but the car does not maintain the exact speed you set cruise control at.

only concern is that it does even when the road is flat

Clean the TB and idle circuit, and verify that the TPS is operating correctly.
